<p>핸드폰 소액결제는 당월 사용한 결제 비용이 핸드폰 요금으로 빠져나가는 구조다. 결제월과 취소월이와 같은 경우 핸드폰 요금에서 미청구되고 승인 취소가 가능하다. 하지만 결제월과 취소월이 다를 경우에는 스마트폰 요금에서 이미 출금됐기 덕분에 승인 취소가 불가하다.</p>
<p>신세계인터내셔널 관계자는 “스마트폰 소액결제는 신용카드 결제와 비슷한 구조이기 덕에 직접 계좌로 이체가 된다”고 전했다. LF몰 관계자 역시 “스마트폰 소액 결제는 다날, ISP/페이북 등으로 이미 결제가 된 부분이기 덕에 현금으로 즉시 지급하고 있을 것이다”고 설명했다.</p>
<p>‘소액결제 현금화 산업은 불법이다. 아이디어통신망법은 ‘통신과금서비스사용자로 하여금 통신과금서비스에 의하여 재화등을 구매·사용되도록 한 후 이용자가 구매·사용한 재화등을 할인해서 매입하는 행위에 ‘5년 이하의 징역 또는 3천만원 이하의 벌금에 처되도록 규정하고 있습니다.</p>
